It is CRYSTAL CLEAR. Confusion is those who misunderstand

The conference champion winner is not automatically qualified, nor is the conference champion loser automatically eliminated. This game is an extension of the regular season and is only used to break a tie between two teams with very similar resumes.

Somehow, many people misbelieved the winner of the CCG, or winner of a head-to-head game, would allow a team to jump a team with a better OVERALL resume. OSU was 11-1 with an incredible season that EASILY warrants a top 4 ranking. How can OSU not be top 4? PSU is debatably a top 4 team (more like the 5th best), as they have 2 losses, with one of them being a blowout loss.

Regarding Washington, it's a bit more debatable as they had a really weak Out of Conference schedule and are a debatably top 4 team... but comparing them to Oklahoma gives them the easy edge as Oklahoma had an extra loss without a championship game victory.
